At the time of writing this, all the USTs available for download are based on preexisting MIDIs/VSQs. I can assure you that they were, however, all tuned by me with the exception of the Poker Face UST, which was left with the tuning when it was imported into UTAU. These USTs were released with permission from the creators of the original MIDIs/VSQs.
